On February 14, 2023, State Police in Herkimer arrested Paul-Carlos Palenzuela, age 58, from Frankfort, NY, for (2) counts of New York State Agriculture and Markets Law §353 – Overdriving, torturing and injuring animals; failure to provide proper sustenance, a class “A” misdemeanor and (1) count of Abandonment of an Animal, an unclassified misdemeanor.
Palenzuela is charged with abandoning a 6-year-old Pitbull dog in the parking lot of the Herkimer County Humane Society on February 2, 2023. An employee discovered the dog and checked the surveillance camera that showed Palenzuela driving up in a dark-colored Mini Cooper Club vehicle, pulling into the driveway of the Herkimer County Humane Society, exiting the car, and proceeding to open the rear door of the vehicle and let a female adult Pitbull exit into the parking lot.
Palenzuela was issued appearance tickets and is scheduled to appear in the town of German Flatts Court on February 21, 2023, at 3:00 P.M.
